- The research is concerning Per capita Income in Papua. The research objective are: (1) to analyze effect of Special Autonomy Fund, Local Revenue and Capital Expenditure to Per capita Income in Papua and Province of West Papua. (2) to analyze relationship between Special Autonomy Fund, Local Revenue and Capital Expenditure to Per capita Income in Papua and Province of West Papua. (3) to analyze differences in amount of Special Autonomy Fund, Local Revenue, Capital Expenditure and Per capita income between districts/ cities in Papua and Province of West Papua. The research is descriptive with total sample as much as 17 (seventeen) Districts/main Cities in Papua while data used are secondary data in form of time series for 7 (seven) years i.e., by 2004 - 2010 obtained from Papua BPKAD Office and Papua Statistics Center Office. Data collected in form of APBD realization report data and per capita PDRB data both in district/city level or provincial level by 2004 - 2010. Analytical instrument used in this research are (1) Multiple Linear Regression Analysis, (2) Correlation Analysis/ Pearson Correlation, (3) Independent Samples Test. The conclusions from the analysis were (1) Special Autonomy Fund and Capital Expenditure has significant influence to per capita on income in Papua and West Papua. The revenue does not influend the per capita income in Papua while in West Papua PAD has significant influence to Per capita Income, (2) There is correlation or relationship between Local Revenue (PAD) with Per capita Income in Papua and West Papua. Special in Papua there is no correlation between Special Autonomy Fund with Per capita Income, while in West Papua Special Autonomy Fund has positive correlation and has strong correlation with Per capita Income. For Capital Expenditure in Papua is seen a positive and strong correlation with Per capita Income, while in West Papua looked no correlation or relationship between Capital Expenditures with Per capita Income, (3) There are significant differences in the amount of Local Revenue among districts/cities both in Papua and West Papua which indicated by p value (sig.t) is smaller than (0.05). While to Special Autonomy Fund no difference between districts/cities in Papua and West Papua. There is difference between the amount of Capital Expenditures among Districts/cities in Papua, while in West Papua the amount of Capital Expenditures among districts/cities did not show any significant difference.
