- This research has a background that the Rural Agribussines Development Program or Program Pengembangan Usaha Agribisnis Perdesaan (PUAP) has different progress in one Farmer Group Association (Gabungan Kelompok Tani/ Gapoktan) to another. PUAP is an aid for farmers or farmer groups to develop their agribussines activities in rural environment distributed through Gapoktan. LKM Gapoktan is a trust institutions which hold all activities according to the trust had by all its stakeholders. Trust is an important factor which determines BLM-PUAP fund management and its progresst. This research aims to describe what kind of trust in Gapoktan and how it works in BLM-PUAP management held by Gapoktan. The research uses qualitative method. To collect data, it uses three methods, they are in depth interview, participative observation and study of documents. To test the data validation, it uses triangulations including technical and source triangulations. To analyze the data it uses data reduction, data display and conclusion drawing. This research means to get a comparison, so it has two objects, they are Gapoktan Luhur Mulyo of Rangkah Village and Gapoktan Mandiri of Buayan Village. The result finds that trust in Gapoktan has two kinds, they are form of trust and process of a trust. The form of trust includes the amount of saving, qualified credit, and valid report. The process of trust covers conformity BLM-PUAP fund allocation with Government�s directive, officers� obedience to the rules agreed together, transparency, routine supervision and reward and punishment. Trust works together with BLM-PUAP fund management process. Lower trust makes BLM-PUAP fund management has a slower progress as happens in Gapoktan Luhur Mulyo. It is signed by low and stagnancy in total asset, the amount of saving, and profit. While higher trust results in a faster progress like showed in Gapoktan Mandiri that is known by high and tendency to increase in total asset, the amount of saving, and profit. According to the result, it is recommended that Gapoktan Luhur Mulyo should provide an office room for LKM and provide some days more for LKM service day. The officers need to hold the rules consistently include do the same credit procedure for the debtors from officers and members. Credit analysis should use principle of 5C and nonperforming loan handling should be done more intensively. Clearer rule is also needed where reward and punishment included inside. To Gapoktan Mandiri it is recommended to collect more voluntary saving and hold the trust it has well for it can develop BLM-PUAP fund more better.
