  • Forest fire incidents occur almost every year in Indonesia. Large scale forest fire that has been experienced in 1982/1983 destroying about 2,4-3,6 million ha forest in East Kalimantan. Since then, especially during 1987-2006, forest fires continuously happened. Ignition causes of forest fire mostly (95%) started by careless human activity. Up to now, the formal institutions in charge have not been success in complete reduction of fire incidents especially on peat swamp forest which is due to bad fire agent detection system and ignoring local people traditional capability in controlling fire. The goals of this study is looking for the possibility of implementing community based fire prevention systems by emphasizing to identification of some social supporting factors possible for community based fire management in peat swamp forest, and the roots of ineffective result of the on going activity. The research has been conducted since Oktober 2009 until April 2010 at Mawas conservation forest Central Kalimantan. Survey method was carried out to obtain data of existing local wisdom, collaboration opportunity between formal institution and local people, and prevention communication process. Variable measured includes community leaders, people, and executor statements conserning local knowledge, community responses on the offered fire prevention innovation, and a qualitative indicator of communication gap. To run those activities, about five villages and 48 respondent per village are selected as samplesâ�� The results show that people around forest actually has their own skill and local knowledge about fire prevention, pre-suppression, and attacking the initial fire .They believe that using fire in prescribed burning offer the benefit to the agriculture and significantly doesnâ��t disturb on forest at vicinity. Coperative behaviour in using safe fire for site preparation has grown naturally. Fire prevention ability of local people indicated by the existing knowledge about why forest could be sensitive to fire, wild fire accidents, sources of reguler fire, drought season sign, and practicing â��Jipenâ�� punishment system for burning transgressor. Pre-suppression capacity showed by togetherness system exist during prescribed burning in dry season. Initial atack skill for halting fire was shown by the existing little fire suppression techniques.and control burning. People cooperation potencies is great as it was shown by good community responding to general environment education and spesific knowledge and trainings on forest fire. Nowaday, the government fire prevention program has been carried out in cooperation by Forest Fire Control Brigade â��Manggala Agniâ�� of the Natural Resources Conservation Central Office, Region Disaster Tackling Agency that formerly is Disaster and Refugee Tackling Executor Coordination Unit. Unfortunately, their working activities so far was ineffective due to communication.gap between those mentionend bodies with local community more spesicifically is due to straight communication of prevention and information techniques did not reach the end fire user. Based on those findings it could be concluded that community based fire prevention systems could have a big potential to be implemented in that peat forest of Central Kalimantan, so it is logical to recommend the existing Fire Brigade Unit in each village to be functioned as main collaboration media.
