  • Locality and destination governance become an important subject are in sustainable tourism development. Locality aims at encouraging sustainably resilience and benefits. Sustainability of natural and cultural environment becomes requirement to achieve sustainable tourism development. Every single destination requires management as well as destination governance approach to adopt locality-based tourism development. Therefore, appropriately tourism destination governance should adapt the balance between ethics, aesthetics and economics local value in order to benefit community, environments, investors as well as tourists. Local value as substantive element of locality determines point of difference and sustainability of tourism resources. Tourism development essentially consider ecologically capacity, economically viable, ethically, equality, as well as socially acceptable by community. Dimension of locality in tourism development is one of the main components in strengthening tourism resources. The contribution of elements of local value is integrated with sustainability of planet, profit, and people. Transactional relationship in tourism drawn based on the understanding that the relationship of value in tourism is part of the process of interaction of exchange between the community and tourists. This research attempts to show the correlation of local value to sustainable tourism destination governance. The objectives of this study are to : (1) identify the element of economic, aesthetics and ethical local value, (2) identify value-induced practiced in tourism activities, (3) find how local value contribute in tourism destination governance, (4) find the model of destination governance scheme. Therefore, this condition leads to a fundamental question of how the local value is adopted to destination governance. Hypotheses test (X2
