- The Program of Community Based Settlements Development (PLP-BK), is one of the development program that uses a participatory planning approach in the stage of planning. Participatory planning process confront bottom up planning (community) and top down planning (government). Community involvement in planning decision making can be called as participation. This is very influential on the success of program. Research purposes are to describe participatory planning process in the implementation of the PLP-BK program on Kelurahan Karangwaru, Yogyakarta and to find out the factors that influence it. This research was quantitative and qualitative research. This qualitative was descriptive with the research of single case study. Data was collected by interview, questionnaire and secondary data. Data analysis was done by descriptive analysis of qualitative and quantitative and formative evaluation. The study shows that participatory planning process in the PLP-BK Program was implemented optimally and appropriate normative although occurring delay in the implementation. The participation level changed from non-participatory to power people and the participation pattern changed from forced participation to voluntary. These were influenced by communication, socio-cultural community, organization characterisctic and attitude of program implementer. Beside that was find several additional factors such as the program characteristic, the performance of program implementer, the pride of the region and the role of the government who are actively involved and assisted the planning process. Although Karangwaru is including urban area but its local community still have the pride of region as part of the unique socio-culture that also affect the pattern and the level of community participation.
