- The writing of this paper is intended to find out the role land deed officials played in the implementation of land distribution in Beji village, Ngawen subdistrict of Gunung kidul Regency. In addition, it aims to identify the obstacles confronting land deed officials in implementing their tasks and authorities in the transfer of property obtained from land redistribution program in that village. It also seeks to understand the implementation of the transfer of property obtained from land redistribution as well as its supervision. The current study employed combined judicial and empirical approaches. The former was conducted by studying the literature that represents the secondary data, referred to as legal literature research. The latter was performed by collecting and processing the primary data obtained from fieldworks at the research sites. Qualitative analysis was performed both for primary and secondary data compiled systematically. Inferences from each formulation of the problem are conducted inductively. The results indicated that the roles played by land deed officials are limited only to their tasks and functions, i.e., as partners of the National Land Agency Office in land registration. In the transfer of ownership of the land obtained from land distribution program, land deed officials forwarded them to and waited for the decision of the Land Office Head on the certification and/or denial of application for transfer of land ownership. The lack of welfare benefit for the subjects of rights, namely the farmers and their families, is one of the fundamental obstacles to the role they played in the land redistribution program. The lack of integrated unified base map left the National Land Agency with no accurate data and information of land, and even so the land deed officials must wait the decision of District Land Office to perform their tasks. The transfer of right to land acquired from the redistribution program is prohibited, except with the permission of the head of land office, and it is related to the purpose of land reform to essentially improve living standards and welfare of farmers. The transfers of right to land were privately made, in written form, witnessed by village officials, and without land deed officials� involvement. The reasons for this include: cost consideration, economic needs, and the farmers� old age.
