- This study aims to remind the nation's collective memory will be a transitional justice. justice is overlooked in line with the reform period. This justice must be realized for the creation of a true reconciliation in the middle worked with this nation. This study focused on seeking answers to problems are closely associated with the reconciliation. That research will meliputimodel protection and enforcement as well as ideas undertakings of reconciliation. Looking for how the state should be responsible for the provision of reparations to victims and families of victims of past human rights violations. The last question is how the idea of disclosure mechanisms related to past human rights violations in connection with reconciliation efforts are embodied in institutional form. This research is a normative legal research that is explanatory. This study resulted in several ideas related to reconciliation efforts and institutions that could potentially bring reconciliation. The agency is the National Commission on Human Rights (Komnas HAM). This study concluded that the method of legal protection and law enforcement as well as the idea of reconciliation should be done for the victims and their families is a model of complementary namely the incorporation method of revealing the truth and the rule of law through judicial mechanisms. State responsibility in the provision of reparations for victims and their families amid the reconciliation can be done simultaneously with the disclosure of truth and justice process rights.
