  • This research was intended to make formula of RespekFund Allocation (ADR) in South SorongRegency that reflect even distribution and fairness according to fiscal need to avoid fiscal imbalance among villages. Other objective is to analyze horizontal fiscal imbalance related to transfer of allocation for village received in 2010. The imbalance level is important to do to compare ADR imbalance per capita among villages based on formula resulted in this research. It is based on indicator of need as effort to make each village being able to meet minimal public service need. Fiscalimbalance among villages is identified using Williamson index using variables of poverty, education, health, distance of village to district and regency, population, and area. Data used in this research is secondary data from related institution in South Sorong government. To prevent bias and keep consistency of data obtained, main data used is that of South SorongRegencyBPS Regency. Analytical tool used in this research are ADR formula adjusted to Letter of Internal Affair Minister number 140/640/South Jakarta Lower Court of 2005 concerning village fund allocation from city/regency government to village administration and Williamson index to calculate horizontal fiscal imbalance among village. The result indicated that, first, in implementation of fund allocation to village (ADR) in 2010 fiscal imbalance is in low category. It is proved with Williamson index of each village ranges 0.12 to 0.68. It is also indicated from decrease in average Williamson index from 0.45 to 0.39. However, result of t statistic t is not significant. At 95 percent confidential level and α5 percent, calculated t (1.0) is less than table-t (1.782). second, ADR that South Sorong government should meet is Rp11,700,000,000 while fund allocation transfer to village in BLM in 2010 was Rp12,526,690,000, so there is difference of Rp8,470,244,200. In result, 75 villages in South Sorong regency experience shortage of Rp102,651,605,while 64 villages experienced fund excess of Rp 109,904,687. Third, there are two formulas that can be implemented by South Sorong government to do fund transfer to village. The first formula accords to ADR formula with required fund of Rp11,700,000. The second formula is fund transferred same as previous year, so fund required is Rp 12,526,690,000.
