- Based on the Act number 32 of 2004, the chief elected by the people. In Article 24 of Law number 32/2004, the regional head and deputy regional head are required to be selected in a pair directly by the people in the regions concerned. As the subject of politics, society must make their choice freely, including the decision not to choose one among the participants elections. General election began in 2004 to head the 2010 election, the people who did not vote in Sukoharjo district is increasing, both the number and proportion. In the 2010 election of regional heads, of some 657.774 people registered voters, who do not use their voting rights as much as 224.822 people or 34,18 %. Some of the reasons voters are not using them does not receive voting cards and voter invitation card, do not know the candidates and do not know the vision, mission, and its work program, all candidates who come there are no local elections that meet the criteria and expectations, following the election of successive saturated , and lazy to be present in polling and choose to keep working.
