- This Research is executed in Town of Makassar specially at National Land Agency Of Nasional Town of Makassar, Justice Arrange the Effort State of Makassar, District Court Of Makassar and High Court Of Sulawesi South and also Office District of Wajo. Determination of this location is based of consideration because interconnected above mentioned institution sliver in cours of giving and acquirement of Rights Utilize Building and also institution handling internal issue of solving of the problem of Right Utilize Building in Town of Makassar. Target of this research is to know the reason of Rights transferred to other party and also role of sub-regency chief of PPAT in switchover of Right Utilize the Building to other party. Result of research indicate that right owner Utilize Building can transfer the land to other party, as long as physically pertinent still master and use the land. Its procedure through switchover / transfer to Right secondhand Utilize such building. Role of sub-regency chief as PPAT whereas namely can make switchover letter / transfer to Rights secondhand Utilize Building.
