- Background: In an effort to improve the quality of nursing and midwifery services, Clinical Performance Development Management System (SPMKK) has been developed. One component in SPMKK is a discussion of the reflective case (DRK), which is a form of reflective learning (RL) formally. Implementation of the DRK can consistently develop abilities and skills for midwives through experience in supporting EmOC in health centers. In addition to DRK, there are also other forms of RL in health centers that can support the quality of midwife services. Objective: This study aims at reviewing the implementation of DRK and RL others in Tegalrejo Health Center. Methods: This was a descriptive study with a holistic single case study design through a qualitative approach. Data from interviews and document analysis and direct observations were presented descriptively. Results: The study found four forms of reflective learning that could improve service quality in the health center if well managed. The four forms were DRK, AMP, visitation and a small team although not in the structured form or DRK as recommended in SPMKK. Barriers to the midwives at the meeting of AMP were the status of the profession and the status of positions that provided less comfort in the discussions while barriers to DRK were particularly difficult to set up time, less confident and not optimal management support. Conclusion: The RL forms existing in Tegalrejo Health Center are a modality that can be developed to improve EmOC. DRK considered ideal for midwives and nurses is not done well yet. For that, there is a need to develop it by making modifications to suit the conditions and there is a need for the support to the organization and management in the health center.
