- Many people in higher education have became familiar with the products of the information and communication technology (ICT) revolution, such as e-mail, e-library, e-learning, e-repository, e-book and e-journal. However, in Indonesia , e-journal, which has long been know and heavily used by researches, are not really know by the general public. This situation is unfortunate as the number of digital public library has increased rapidly in past few years, along with increase in ICT service. Digitalization of services is considered more efficient and practical for all parties involved. As such, the availability and access to e –journal has become a necessity for these public libraries, especially those located in higher education institutions
