  • This study aimed to analyze the government's policy of Surakarta on giving study permit for civilian state apparatus (CSA) teachers, describe the strengths and weaknesses, and create a policy model towards qualified CSA teachers. Reseach method used is qualitative, with juridical-sociological approach. Data collection techniques use in-depth interviews, observations, and document studies, with key informant and informant. Data analysis techniques use interactive data analysis process. Surakarta City Mayor Regulation 7/2014 about Guidance on Education Improvement and Adjustment for County Civil Government Employees, is the implementation of National Education Minister Regulation 48/2009 about Guidance on Studi Task Providing for County Civil Government Employees in National Education Department Area. The advantages are the presence of categorization requirements, education period, filing procedure, script sample, description of academic titles and profession designations, promotion adjustment, and categorization of study task and study permit. The weaknesses are gap between reality and substance, implementation, (supervision), period determination for study permit, no obligation for work with duration, and maximum age for application. Policy model towards qualified CSA teachers, created by changing or adding the substance of Mayor regulation, such as implementation supervision, period determination for study permit, work obligations for study permit, and maximum age limit for application.
