Data collected executed by documentation study, observation, deepinterview and Focus Group Discussion (FGD). Data analysis used qualitative method. Societyempowerment trough PEMPimplementation as the program to 2008 has seen the success evennot optimal yetaccording to PEMPpurpose. But as aprocess it could give the positive effect toboth socialandsocietylawculture alteration. Existence ofprogram as theempowermentprocess will continuallyprocess trough both cooperative activities orother economic social institution which arise basedon societyneed.
