  • The purposeof this research is tofind outtheconstraint andthearrangement of theempowerment model of womenrole inDPRDinproducing thegender responsive region'sregulation.As a gender perspective research, this research used sociological/empirical approach using nonpositivistic approach. Thecharacteristic is developmental descriptive. This researchlocatedinSurakarta andKaranganyar (province ofcentralJava), Madiun andNgawi(province ofeastJava). This researchused primary data and secondarydata. The instruments of data collector are literature study, interview, and questionnaire. Sharpeningandformulating model which is conductedbyfocus group discussion (FGD) by involving the stakeholders. Thetechnique of qualitative dataanalysisbased in theoretical intepretation, and the generalization is taken as idealabbreviation (iusconstitutum). Theresult of thisresearch can be concludedthatresponsive region'sregulationsare stillblocked with some internal barriers, i.e. 1) limitednumberof womenidDPRD; 2) unexistence regulation thatregulates womeninvolvementin discusing of regionregulation containinggender matters; 3) limitedcomprehension and capability concernon legal drafting andgender; 4) the women ofDPRDmembersonlyentrancethe commission of welfare society. External barriers are: 1) thestrength of patriarchy culture; 2) unexistence region's regulationon genderpriority. Theemployment model of women politician roleinDPRD as efforts toproducegender responsive region's regulations contains: 1)theenhancementofgendersensitivityandabilityonlegaldrafting referto Act Number 10 of 2004 concerning the establishment of legislation regulation; 2) the arrangement of fraction across women alliance/commission; 3) the revision of DPRD regulation which is possibly the involvement ofAPLF/Kon the third level discussion on genderresponsive region's regulationprogram.
