Sample used in this research is technique of census where each every member of population made by member of sampel that is employees Unit Pelaksana Teknis Dinas Pendapatan Propinsi Jawa Timur Surabaya Barat Technique of Analysis used is analysis using SEM ( Structural Equation Model) with the the following result : 1.
