Type of research is quantitative. The study population was all Rescuer Office Surabaya SAR totaled 35 Rescuer berijasah both high school and degree. Variables in the study of Democratic Leadership Style, Organizational Culture, Work Motivation and Performance. Collecting data in this study are obtained by giving questionnaires to the respondents shown by the frequency distribution table in the form of a percentage. The results showed that the first hypothesis which states that the democratic leadership style significant positive effect on motivation Rescuer with a significance of 0.012 ( 1.2%). The second hypothesis states that the democratic leadership style significant positive effect on performance Rescuer with a significance of 0.027 (2.7%). The third hypothesis which states that organizational culture significant positive effect on motivation Rescuer with a significance of 0.005 (0.5%). The fourth hypothesis which states that organizational culture significant positive effect on performance Rescuer with a significance of 0.032 (3.2%). The fifth hypothesis which states that motivation significant positive effect on performance Rescuer with a significance of 0.002 (0.2%). The results of this study indicate that there is a significant positive effect of leadership styles that are applied in the Office demokratis SAR Surabaya Rescuer performance. Of leadership subordinates mendeskriminasikan not be achieved Rescuer performance is good, because the SAR is a form of assistance that are promoting public interest and social, so a wise leader will produce a good performance Rescuer.
