- This legal writing has been made due to the fact that the settlement issues about territory’s boundary between The Republica Democratica de Timor-Leste government and Indonesian Republic government which till today has not finished yet. This thing caused the people who lives in that border area become victims. By that background, the researcher want to know what cause the problem is not finished yet until now. That is why the researcher write this legal writing entitled “The Effort of Republica Democratica de Timor-LesteGovernance and Indonesian Republic governance in Solving The Territory’s Boundary, especially The Directly Adjacent Region with Oe-Cusse District which is an Enclave Area. Along with the formulation of the problem of how are the efforts of Republica Democratica de Timor Leste Governance and Indonesian Republic governance in solving the territory’s boundary, especially the directly adjacent region with Oe- Cusse District which is an enclave area. In order to answer the problem which was mentioned before, in arranging this legal writing, kinds of observation used by the researcher is normative research with data collection technic used is literature research method and interview with the spokes person. The result of this legal writing is the governance of both country has made efforts in order to solve it, nevertheless there are still many barriers.
