- A minimarket franchise business is now developing in Indonesia. The franchise business in Indonesia, especially in Yogyakarta raises new problems. First it becomes an advantage for the government from the taxes, but the second it becomes a disadvantage for the micro business sectoral. Because of these problems, The Yogyakarta District Goverment make a regulation about the minimarket franchise business. This thesis will discuss about The Effectiveness of Peraturan Walikota Yogyakarta Nomor 79 Tahun 2010 Type of research is a normative juridical with the qualitative data analysis. From this legal research can be found that the new regulation is not effective yet. Its because there are many things that inhibit the implementation, and it comes both from the internal and external factors. Because of these obstruction, effort from the goverment are required to make the regulation be more effective than now. This legal research has a conclusion that the government should take an action to support the regulation. It is a must to give more socialization about the Peraturan Walikota Nomor 79 Tahun 2010 to the society. In the other hands, the goverment should to encourage the micro business sectoral so that they can compete to the minimarket franchise business.
