- The purpose of Development is to upgrade the living quality if all society, yet upper class and lower class society. The development is not only in one sector, but perform in all sector of living that directly effect the life of society and undirectly as well so it may increase the way of living and welfare society like on the opening of Indonesia basic laws 1945 goals. Development on economic sector in Indonesia manifest by invesment that run by non departement institution goverment institution called as investment coordinating board. In order to improve the invesment in wide area so investment coordinating board area was formed. The role of investment coordinating board area is expect to ease the invesment activity in province so undirectly may increase the original income area in Province of West Sumatera. This research is using normatif method through library study and direct interview. It found an antonomi rules that immobilize investment in Province of West Sumatera due to the land of local society custom on investment activity. Wish in future there will be policy that may become the way out of the using land of local society custom problem.
