- This research aims to examine and analyze the implementation of the legislative function of DPRD kota Yogyakarta at Yogyakarta City region. After that, this research wants to analyze the constraints of the implementation of the legislative function of DPRD kota Yogyakarta at Yogyakarta City region and the efforts to overcome the constraints. Legislative function of DPRD kota Yogyakarta at Yogyakarta City region is the function that has a duty to make laws as the mandate from the people to execute the implementation of the regional government at Yogyakarta City region. The implementation of a regional government is arranged in Law Number 32 year 2004 about regional government. This law was formed so that regional governments can manage their own household affairs, which is a delegation of authority from the central government. This research is expected to be a solution of improvement the legislative function of DPRD kota Yogyakarta at Yogyakarta City region, so it can produce the representation of the people who will give welfare for the people of Yogyakarta City region. The welfare of the people of Yogyakarta City region can be achieved by producing legislation that upholds the valuesof humanity and justice for the people. And then, the relationship between the DPRD kota Yogyakarta and the government and between the DPRD kota Yogyakarta and the people is expected to be more harmonious in order to form the regional government. Hence, this research is expected to provide benefits for everyone involved in the regional government at Yogyakarta City region.
