- This research intended to know if the State's Minister Regulation Per.05/MBU/2007 About Partnership Program State-owned Corporation with Small Enterprise and Environmental Program constituted as Corporate Social Responsibility special regulation, and to know the vision, mission also the value of PT. (Persero) Telkom, “Tbk”, were influenced by stakeholders’ doctrine on corporation interest. The method was normative research, i.e. legal research by conducting abstraction through deduction process of positive legal norms by shape of legal systematization and legal synchronizing vertically and horizontally, conducted description, systematization, analysis, interpretation, and evaluate positive law to the problems concerning on the State-owned Corporation Partnership Program with Small Enterprise and Environmental Program Reviewed From Stakeholders Doctrine and Indonesian Positive Law. The Act No. 40 of 2007 regulates the social and environmentally responsibility in article 74. Article 1 point 3 Act No.40 of 2007 about Limited Company, has the same definition has a purpose that equal to the Environmental Program which is regulated in Minister Regulation Number Per.05/MBU/2007 on Environmental Program.Environmental Program is Corporate Social Responsibility, which has special character, it could be assessed from its performing subject, which is State-owned Corporation, and from a program named State-owned Corporation’s partnership program with small enterprise and Environmental Program, as well as the Minister Regulation Number No. Per.05/MBU/2007, which manages the forms of Environmental Program, requisites, performed manner and mechanism distribution. PT. (Persero) Telkom, “Tbk”, not only looking for profits but also taken care of stakeholders’ behalf. Vision, mission and value on PT. (Persero) Telkom, ‘Tbk” are regarded by the stakeholders’ doctrine
