- Judges have a special task given by law, namely assisting the chairman of the court to oversee the implementation of court decisions, which are called supervisory and observer judges. In fact, the implementation of the supervisory judge's duties has not had a significant impact and is still facing several obstacles. There are legal problems in this study, namely how to carry out the duties of supervising and observing supervisory judges and observers in the development of prisoners and what are the obstacles faced? This legal research is an empirical legal research that focuses on social facts, and data collection is done through observation, interviews, and literature study. The conclusion of this study is that the supervisory judge of the Yogyakarta District Court in carrying out this special task still experiences several obstacles and is faced with the obstacles of the Covid-19 Pandemic. In addition, monitoring reports have not provided significant benefits. Therefore, the implementation of the task of supervision and observation as well as guidance in correctional institutions still needs to be carried out and improved
