- This thesis is discuss about the implementation of the land blocking certificate or the annotation of it in the land book and the factors that cause the land blocking certificate in the National Land Office of Sleman. The methodology of this research is a legal empiric research, which is legal research that is working to see the law in the fact and how the law works in the sociality. The result of data is searching by doing field research in Land Office of Sleman, through interview to the speakers which is functionary of Land Office of Sleman. All of the result of research will described and analyzed by qualitively. Based on the result of the research, will find how the implementation of the land blocking certificate or the annotation by Land Office and Sleman and what are the obstacle in the implementation of the land blocking certificate or the annotation by Land Office of Sleman. Whether in practice is compatible with the Permen ATR/BPN No. 13 Tahun 2017.
