- This study aims to determine and analyz the effect of government spending on the education sector and effect of government spending on the health sector on the human development index in East Java in 2010-2019. The type of data from this research is secondary data. Sources of data in this study are annual data on government expenditures based on education and health functions, as well as human development indexes taken at the Central Statistics Agency (BPS) and the Directorate General of Fiscal Balance (DJPK) as many as 38 districts / cities in East Java Province. 2010-2019. The data analysis technique used the econometric analysis method, namely panel data regression analysis with the Eviews 9.0 program for testing classical assumptions. The results of this study indicate that: government spending in the education sector and government spending in the health sector has a positive effect on the human development index in East Java 2010-2019.
