- Transportation is closely related to human life, human’s daily life require transportation to move between places or to move goods. In the developing era, transportation is developing too according to people’s need. Like the pedicap that has existed for a long time is also innovating and developed into a motorized pedicap. In the laws and regulations, modifying a vehicle is allowed as long as it fits the regulations. But the fact is this pedicap vehicle does not have a legal foundation to operate and it is confirmed that it does not possess a permit to modify the vehicle. The pedicap’s existence is like a double-edged knife which has the positive and negative sides. This research is done with normative method of interviewing the Yogyakarta Department of Transportation and Yogyakarta Directorate of Traffic. The result of this research shows that pedicap is an illegal vehicle because it does not fit the regulations, in terms of both the usability and the modification. Effort that can be done ia to control the quantity of pedicap dan the effort of the Yogyakarta Directorate of Traffic is to make sure that the driver possesses the complete licenses and registrations. The enforcement of those efforts are still difficult to achieve due to the absence of a strong legal foundation, that is why the enforcement itself is not yet effective and causing the pedicap to still be able to operate until this present moment.
