- THE IMPLEMENTATION OF PALANGKA RAYA REGIONAL REGULATION NUMBER 7 OF 2012 ON BUS STATION CHARGES, ESPECIALLY INTER-CITY TRANSPORTATION AND INTERPROVINCIAL TRANSPORTATION (AKAP) AND ITS LAW ENFORCEMENT EFFORTS The government of Palangka Raya City has issued Regional Regulation number 7 of 2012 on Bus Station Charges (Retribusi). Since the collection of the charges has not been conducted properly, the implementation of Palangka Raya Regional Regulation number 7 of 2012 is called into question. The purpose of this research is to understand and analyze the implementation of Palangka Raya Regional Regulation number 7 of 2012 on Bus Station Charges. This research also aims to look at how the law is enforced by the officials. This research employs a qualitative method in which all the data are processed and analyze. To draw conclusions, this research uses a deductive reasoning. It turns out that the implementation of Palangka Raya Regional Regulation number 7 of 2012 does not meet its targets. This is partly due to the construction of type A station which is not suitable both for the location of the bus station and for the city’s current condition. Law enforcement carried out by the officials has not been effective, as there has been no strict sanction given by government agencies against Otobos Company which violates the regional regulation. In addition, there is no proper supervision to oversee how the government charge are collected and there is a lack of awareness from the enterprises themselves.
