  • The Phenomenon of illegal racing is a social problem because it can disturb and endanger other people. Illegal racing activities are held without the appropriate safety and security standards, contradictory with Law Number 22 of 2009 about Road Traffic and Transportation. The purpose of this research is to find out how the actions taken and obstacles faced by the police in overcoming illegal racing in Grobogan Regency. This research used qualitative method which explain the normative law of illegal racing. The data source that are used are constitutions and several theories that supported this research. This study describes the preventive act from Grobogan Regional Police, such as provide counceling on Law Number 22 of 2009, conducting vehicle operations, conducting inspections, carrying out continuous patrols and guarding posts around illegal racing areas, forced dissolution. Beside that, Grobogan Regional Police also do repressive act such as gathering the police personnel to carry out raids, bring illegal racing perpetrators to the Grobogan Regional Police Station, and give punishment to illegal racing players who were caught. The obstacles that are faced by the police are the location of illegal racing, lack of information, legal awareness and low deterrent effects, and a lot of illegal racing players. The conclusion from this research is the police of Grobogan Police used two efforts, which are preventive and repressive acts to overcome illegal racing activities.
