- The increasing number of people living in cities, has consequences for the local government to provide decent housing for its citizens. Construction of flats is an alternative solution to the problem of housing and settlement needs, especially in urban areas whose population continues to increase. apartment buildings are functionally structured in a horizontal direction and vertical directions are divided into one unit, each of which is clearly defined as its boundaries, size and area, can be owned and occupied separately.
