- The problem of ship crew which often afflict Indonesian crew who are working abroad is Human Rights violation. This problem often arise because lacking of the role effective from the Government of Indonesian to protect its citizen. The problem of this thesis is about how the role of the Indonesian government in providing legal protection for the Indonesian crew members abroad above the foreign ships based on international law. the method used in this study is normative. The objective of this legal research is to find out about how the role of the Indonesian government in taking responsibility to uphold the human rights of its citizen abroad, especially those who’s currently working on the foreign ships. Therefore, There are two suggestion for the Indonesian Government shall make a special institution in order to handle the protection of Indonesian ship crew abroad. Second, the Indonesian Government of Indonesia shall increase the number of the authorities abroad to supervise the migrant workers to reduce human rights violation that suffered by the Indonesian crew abroad.
