- The countermeasures circulation of communication tool in penitentiary in order to inmate develop. In the rule, penitentiary are prohibited from carrying and using communication tools in penitentiary because it has been regulated in constitution. However, there are still many communication tools found in the penitentiary and it does not suit inmate develop. The communication tool is found from a search operation which is conducted by penitentiary security officer. the communication tool is entered through visits from the family of inmates, conspiracy with pepenitentiary officers as well as a throw of object from the outside. The type of this research is qualitative normative by means of deductive method. The use of such communication tool is used by inmates to telephone with their families, extortion, drug trafficking and fraud. every inmate proven to bring a communication tool into penitentiary will be given sanctions in accordance with the rules of conduct prevailing inpenitentiary.
