- This legal writing is about the registration of landownership right through the implemantation of agrarian national operational project (PRONA - IND) in Balikpapancity. The Government in any of its land-related policies has an obligation to bring prosperity to the people. The government registers land according to the regulations governed by government regulations. Especially for people who can not afford, the government held PRONA so that all levels of society can register the land with a simple process, cheap, easy and fast. this research was directly addressed to respondent using the questionnaire and to the source through interviews as the main data beside the secondary data such as legal materials. The implementation of this form is to submit questionnaires to the respondents and do the interview to the sources. The implementation of PRONA in 2015 in Balikpapan city was based on the technical guidance of PRONA in 2015 in accordance with the regulation of agrarian minister and spatial / head of the national land agency number 4 of 2015 held by the mass of the land registration for the conomically weak in order to carry out the mandate of the law is for the implementation of the orderly land administration that become the foundation of orderly land and PRONA in Balikpapan city, East Balikpapan sub district, Lamaru village and Teritip Village.
