- Conflict in Nagorno-Karabakh between Azerbaijan and Armenia has caused serious problems. One of these issues is the emergence of IDPs. IDPs are not given the protection of internationally because they do not cross the borders of their country, and they will get protection from the national authorities of their country. UNHCR as an international organization which is mandated to provide protection to refugees, will be involved in the act of providing protection and assistance to IDPs in the country. The UNHCR action is the implementation of humanitarian assistance. In this thesis will discuss the requirements to be met by UNHCR in the implementation of humanitarian assistance in providing protection and assistance to IDPs. These requirements become essential to be met by UNHCR, so that the action of UNHCR is valid and does not violate the sovereignty of the country where IDPs are located. The research methods used in this thesis is normative research. The normative research reviewing secondary data consisting of primary legal materials and secondary law. The data will be analyzed qualitatively, and will be concluded by the method of deductive thinking.
