- The encouragement of Indonesian business peoples to enlarge it's market share will become realize as soon as their supply chain management system and business network availability have successfully find widerly of their potential geographic area as a new market. The existence of "Undang-Undang Otonomi Daerah" in 1999 give impact to local government to have a formal authority as a autonomy to create their own local regulation (Peraturan Daerah - PERDA). Looking to empirical experience these PERDA in several Kabupaten or Kotamadya, especially concern close to tax and retribution regulation, in reality increase their production costs and expenses. So , this condition will increase their network distribution cost. They have to think more and more before they make decision to announce some cooperation or partnership contract with other entities whom directly and place in the same network line . The local Government should become as a facilitator and have routine activity schedule to evaluate and make some revise to all existing PERDA as their revitalization effort to meet the ideal business condition of some firms and government institution. The can use the popular method that usually called Regulatory impact Assessment (RIA). There are many constraint felt by a lot of business people in Indonesia related with the existence of some PERDA in Kabupaten or Kotamadya because these PERDA was announce and more advantages to local Government and not for Business people.
