- Tunawisma yang lebih dikenal dengan sebutan gelandangan dan pengemis, dianggap memberikan citra negatif bagi masyarakat yang populasinya kian meningkat setiap tahunnya serta setiap menjelang hari raya. Disamping itu hak sebagai warga negara yang selama ini tidak pernah dirasakan bagi tunawisma. Tunawisma yang tidak memiliki keahlian keterampilan maupun pendidikan sehingga tidak dapat bekerja sehingga berpengaruh pada faktor ekonomi yang menyebabkan hidup menggelandang. Permasalahan tersebut dirumuskan sehingga dapat disimpulkan diperlukannya sebuah fasilitas yang dapat memberikan kesempatan bagi tunawisma untuk melatih keterampilan dan pendidikan sebagai bekal untuk bekerja, rehabilitasi sosial berupa konseling, berinteraksi dan bersosialisasi dengan masyarakat serta tempat untuk berlindung dari panas dan hujan yang selama ini dirasakan ketika hidup dijalan berupa ruang tidur. Tunawisma disini akan diberikan pelatihan dan pendidikan yang dapat membantu tunawisma menghadapi dunia pekerjaan dengan keterampilan yang telah diasah sehingga tidak kembali hidup manjadi gelandangan ataupun pengemis setelah keluar dari pusat penampungan.

Besides that, the rights of citizens to the homeless have never been felt for the homeless. These problems are formulated so that it can be concluded that a facility is needed that can provide opportunities for the homeless to train skills and education as a provision for work, social rehabilitation in the form of counseling, interacting and socializing with the community as well as a place to take shelter from the heat and rain that has been felt when living on the road. in the form of a bedroom. The homeless here will be given training and education that can help the homeless face the world of work with honed skills so that they do not return to life as vagrants or beggars after leaving the holding center.
