  • ABSTRACT Basically, the problems faced by a group of Primary Education Teachers in Surabaya, as the implementor of technical in the system of education associated with the government, students, parents and communities, especially in the District of Genteng, include 1) the depth of excavation problems are still oriented justification teachers, 2) the imposition of resolving a problem is an outcome rather than the process, 3) completion of problems is an improvement and not an innovation, 4) It still conduct the rules package of systems uniformity when enough uniqueness among diverse school with each other, 5) rapid judgment of a system that was created by replacing the new system , and 6) for the reason that the risk could give a high result, the educators who hold policies often tend to kill all possible solutions. Based on that six problems, the partner with the team of IbM (Ipteks for Communities) develop a form of activity with methods HCD ( Human - Centered Design ) that try to offer the resolution of the problems in elementary education. And activities that are selected to be a good practice approach to this method is the importance of the implementation of the action research by teachers. This is possible given because the role of action research which involves all elements of the learning process, the teacher professionalism and effectiveness in diagnosing problems in the class early. In the end, if HCD method was executed properly, it will be able to answer the educational problems encountered today, either directly in the scope of classroom learning and indirectly in the policy making.
