- Abstract - The role of information and communication technology indispensable in many fields of work this is in line with the increasing demands to solve problems more effectively and efficiently. Application of information technology systems in higher education institutions is needed to access the information quickly and accurately. The quality of information and communication technology systems is an important factor to support the various needs of teaching and administrative services for the community college. But the emergence of a variety of factors can cause the quality of information and communication technology systems to become unstable and not as expected, it is necessary to identify the various factors and how the solutions to overcome them.To produce a system of information and communication technologies are becoming an addition to the value of a college, it is necessary for the governance of information technology systems and communications colleges so that all factors related to the use of information technology can support each other and can have a positive impact community college.Results from this study is the description of the implementation of audit governance of information technology systems and communications colleges by using the COBIT Framework 4.1. Where COBIT 4.1 framework governing objective that must be achieved by the college in providing information and communication technology services.Keywords: Governance, Information and Communication Technology Abstrak - Peranan teknologi informasi dan komunikasi sangat diperlukan dalam berbagai bidang pekerjaan hal ini sejalan dengan semakin tingginya tuntutan untuk menyelesaikan masalah secara lebih efektif dan efesien. Penerapan sistem teknologi informasi dalam lembaga pendidikan tinggi sangat diperlukan untuk mengakses informasi secara cepat, tepat dan akurat. Kualitas sistem teknologi informasi dan komunikasi merupakan faktor penting untuk menunjang berbagai kebutuhan pengajaran dan pelayanan administrasi bagi civitas perguruan tinggi. Namun munculnya berbagai faktor dapat menyebabkan kualitas sistem teknologi informasi dan komunikasi menjadi tidak stabil dan tidak sesuai harapan, maka diperlukan identifikasi berbagai faktor penyebab dan bagaimana solusi untuk mengatasinya.Untuk menghasilkan sistem teknologi informasi dan komunikasi yang menjadi penambah nilai dalam sebuah perguruan tinggi, maka diperlukan adanya tata kelola sistem teknologi informasi dan komunikasi perguruan tinggi sehingga semua faktor yang berhubungan dengan penggunaan teknologi informasi dapat saling mendukung satu dengan yang lainnya dan bisa memberikan dampak positif bagi civitas perguruan tinggi.Hasil dari penelitian ini adalah gambaran implementasi audit tata kelola sistem teknologi informasi dan komunikasi perguruan tinggi dengan menggunakan COBIT Framework 4.1. Dimana COBIT Framework 4.1 mengatur masalah objektif yang harus dicapai oleh perguruan tinggi dalam memberikan layanan teknologi informasi dan komunikasi.Kata Kunci : Tata kelola, Teknologi Informasi Dan Komunikasi
