- The writing of this journal aims to determine substance effectiveness of the Law of the Republic of Indonesia Number 9 of 2013 on the Currency, where the establishment of this Law is still confusing and being debated by the community. This journal use juridical normative as research method, supported by primary legal material and secondary legal material. The 1945 Constitution of the Republic of Indonesia and the Law of the Republic of Indonesia Number 9 of 2013 on the Currency are used as a primary legal material, while secondary legal material use books, journals, thesis, and internet. From data obtained through article 23 paragraph 2 the Law of the Republic of Indonesia Number 9 of 2013 on the Currency, the use of Indonesia rupiah can be ruled out with agreement. Indonesian law has recognized the principle freedom of contract, which includes elements that support and facilitate every party to form an agreement. Therefore with the ease and freedom to form an agreement; then every party ruled out the obligation of the Indonesia rupiah utilization through article 23 paragraph (2) the Law of the Republic of Indonesia Number 9 of 2013 on the Currency.
