- Kemiskinan merupakan permasalahan sosial suatu kelompok juga pada suatu negara. Rumah Tidak Layak Huni salah satu faktor pendorong masalah kemiskinan, keadaan ini terdapat pula di Provinsi Jawa Timur. Karena itu pemprov Jatim bekerjasama dengan Kodam V/Brawijaya dalam program bhakti TNI Renovasi RTLH, dimana Koramil 0819/19 Prigen menjadi salah satu tim pelaksana program. Kesulitan pencarian calon penerima program menjadi pokok permasalahan pada beberapa tahun terakhir di wilayah Koramil 0819/19 Prigen. Jenis penelitian kualitatif dengan pendekatan deskriptif guna menganalisis dan mendeskripsikan program bhakti TNI renovasi RTLH di Koramil 0819/19 Prigen, fokus penelitian pengukuran efektivitas program dan lokus penelitian wilayah kesatuan Koramil 0819/19 Prigen. Teknik purposive sampling sebagai penentuan subyek, sumber data primer dan sekunder, teknik pengumpulan data wawancara, observasi, dokumentasi, dan kepustakaan, teknik analisis data reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian diketahui program bhakti TNI renovasi RTLH di Koramil 0819/19 Prigen ketepatan sasaran program, ditujukan pada penduduk Kecamatan Prigen, dan telah sesuai diketahui melalui arsip Koramil 0819/19 Prigen. Sosialisasi program, pihak Koramil 0819/19 Prigen dalam setiap persiapannya melakukan sosialisasi kepada pihak terkait, untuk memberikan informasi serta sebagai bentuk penggalian informasi calon penerima. Tujuan program, telah sesuai dengan yang ditetapkan, tetapi dengan keadaan penduduk Kecamatan Prigen saat ini tujuan tersebut diniliai tidak sesuai. Pemantauan program, secara tatanan telah sesuai, tetapi kelengkapan data mengenai program ini kurang lengkap. Karena itu, dengan keadaan yang ada sekarang, lebih baik pihak Koramil 0819/19 Prigen mengalokasikan dana program ini kepada program lain yang sesuai dengan kebutuhan penduduk Kecamatan Prigen. Unfit for habitation is one of the factors driving the problem of poverty, this situation also exists in East Java Province. Because of that the East Java provincial government collaborated with Kodam V/Brawijaya in the TNI service program to renovate unfit for habitation, in which Koramil 0819/19 Prigen was one of the program implementing teams. The difficulty of finding potential program recipients has become a problem in recent years in the Koramil 0819/19 Prigen area. This type of qualitative research uses a descriptive approach to analyze and describe the TNI service program for renovating unfit for habitation at Koramil 0819/19 Prigen, research focus on measuring program effectiveness and research locus for the area of Koramil 0819/19 Prigen unit. Purposive sampling technique as the determination of subjescts, primary and secondary data sources, interview data collection techniques, observation, documentation, and literature, data analysis techniques data reduction, presentation, and drawing conclusions. The results of the research show that the TNI service program for renovating unfit for habitation at Koramil 0819/19 Prigen is the accuracy of the program targeting, is aimed at residents of Kecamatan Prigen, and has been accordingly known through the archive of Koramil 0819/19 Prigen. In the socialization of the program, Koramil 0819/19 Prigen in each of its preparations conduct outreach to related parties, to provide information as well as a form of extracting information on potential recipients. The program objectives have been determined, but with the current situation of the residents of Kecamatan Prigen, these goals are judged tobe inappropriate. Program monitoring is structurally appropriate, but the completeness of the data regarding this program is incomplete. Therefore,with the current situation, it would be better for Koramil 0819/19 Prigen to allocate funds for this program to other programs according to the needs of the residents of Kecamatan Prigen.
