- Origin Destination Matrix (ODM) based on the estimation of traffic flow depends on the flow pattern available. ODM will change if traffic flow fluctuates. The objectives of the research are: to evaluate pattern fluctuation traffic flow on study area; to detect evolution pattern of ODM on morning and afternoon peak hours; to identify the difference of ODM evolution which estimated by Graffiti Opportunity (GO) and Maximum Entropy Estimation (ME2) methods; and to determine the influence of fluctuation traffic flow on ODM evolution. The research takes place in Bandar Lampung city. The zoning system based on administration area of Kelurahan. Road network observed are arterial, collector and part of local. Evolution of ODM estimated by GO method has certain pattern, on morning and afternoon peak hour is divided into two and three groups respectively. On the contrary, the evolution of ODM estimated by ME2 method has not certain pattern. Limited factor on matrix estimation makes ME2 method more sensitive than GO method due to the fluctuation of traffic flow. The higher fluctuation of traffic flow, the higher evolution on the estimated ODM. The Peak Hour Factor (PHF) varies between 0,61 and 0,92 with an average of 0,80 in the morning, and between 0,625 and 0,950 with an average of 0,763 in the afternoon.
