- Blanket Guarantee have contributed to safe of financial and banking system. It has been secured for deposit, but blanket Guarantee have consequence to high moral hazard in Indonesia. The Indonesian Government has to change of guarantee scheme from implicit to explicit guarantee. The Change of scheme has consequence to shareholder and market discipline. This paper explain it.
