  • Decentralization and democratization are integral unity. Decentralization without democratization is none other than removing centralization from the central government to regional / village one. On the contrary without decentralization it is the same as maintaining a distant relation between the government and people or even lessening community participation. Although in the constitution number 32, 200-4 on Regional government it has been firmly and clearly stated on regional autonomy and village autonomy that village is given more and wider opportunity but that autonomy has not been instituted by the village, because most of the villages are still like those "inherited" villages based on constitution number 5 year 1979. Which basically the authorily is centered on the village head. In the constitution number 32 year 200-4. a village is regulated on democratic principle where Village Representative Board is given autority as a legislative body and has effective authority to supervisit on the village head / chief as executive body assisted by his apparati. in that way people in a village are still like those who are governed in the sense that they have not become individuals who determine the contents of constitutional regulations which must be executed by the people of the village.
