- This article is about development of colonial town in Cepu at Blora, Central Java Province from end of 19th century until early 20th century. Research focus on development process with multifactorial backgrounds and physical components that implicate planning process. Aims of this research are to illuminate cultural process and reconstruct historical events. On the other hand, this research also aim to give clear process how and what kind of factors that implicate spatial planning of Cepu. Comparative analysis, contextual analysis, spatial and GIS analysis were conducted at this research, while also used sectoral and spatial planning theory. Spatial archaeology macro scale also applied on this research. City component were analyzed to gather information about relationship between each components of Cepu Town. On macro Scale distribution analysis and locational analysis between archaeologycal features and sites antire complex were also conducted at this research. Entire complex of Cepu city were shown by complex, areas blocks (Industrial area, DPM/BPM, NIS, Boschwezen, Chinese settlement, and local settlement). Result shows that development of this town show scatter pattrens accessibily, beside that relationship between variables had strong attachment with economic, political, and social factors.
