- Abstrak Negara demokratis berarti negara yang memiliki bentuk pemerintahan dari rakyat, oleh rakyat dan untuk rakyat. Indonesia merupakan salah satu negara di dunia yang menganut paham demokrasi. Negara demokratis menganggap pemilihan umum sebagai lambang dan sekaligus tolak ukur utama dalam demokrasi, dimana pelaksanaan dan hasil pemilihan umum tersebut merupakan refleksi dari kehidupan demokrasi dan akan menghasilkan aspirasi masyarakat. Pemilihan kepala daerah secara langsung juga akan menghasilkan pemerintah daerah yang lebih efektif dan lebih efisien. Pemilihan Kepala Daerah secara langsung akan mampu membawa iklim demokrasi kearah yang lebih baik jika mampu dengan benar. Untuk mendukung hal tersebut, diperlukan suatu lembaga yang mampu mendukung pelaksanaan Pemilihan Kepala Daerah yang mampu dan berkompeten yaitu KPU dalam hal ini KPUD. KPUD Kota Mojokerto memiliki peran penting dalam meningkatkan partisipasi masyarakat saat pemilu (pemilihan kepala daerah dan pemilihan legislatif). Jenis penelitian ini adalah deskriptif kualitatif, dan jumlah informan yang digunakan sebanyak 4 orang yang terdiri dari anggota inti (divisi) KPUD Kota Mojokerto dan juga sekretariat (subbag) yang mempunyai tugas dan tanggung jawab masing-masing. Sumber data dalam penelitian ini terdiri atas informan dan dokumen. Teknik pengumpulan data yang digunakan adalah observasi dan wawancara. Analisis data penelitian ini terdiri dari pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan.Hasil penelitian menunjukkan bahwa peran KPUD Kota Mojokerto dalam pemilihan umum (pemilihan kepala daerah menuju pemilihan legislatif) baik. Kata Kunci: KPUD, Partisipasi Politik Masyarakat, Pilkada Abstract The state democratic means a country that has a form of government of the people, by people for people. Indonesia was one of the countries around the world which adhered to understand democracy. Consider the state democratic elections as a symbol of and at the same time the main benchmark in a democracy, where the implementation and the results of the elections are reflections of democratic life and will produce community aspirations. The regional election directly will also produce local governments more effective and more efficient. The regional election would directly will be able to take to the projected climate democracy better if capable of correctly. To vote for it, required an institution that are capable of supporting the implementation of the regional election who have the capacity and that is the electoral commission of competent in this case kpud. KPUD city mojokerto areas having a role in enhancing the participation of the community election time (the regional election and selection of a legislature).The type of research this is descriptive qualitative, the number of informants and used as many as 4 people consisting of a member of the core ( division ) kpud mojokerto city and also the secretariat ( subbag ) that have duties and responsibilities of each. A source of data in this research consists of informants and documents. Data collection techniques used are observation and interviews. Data analysis of this research consists of data collection, the reduction of data, presentation of data, and the withdrawal of conclusion.The results of research shows that the role of kpud mojokerto city in the election to election public both legislative elections.
