- The condition of municipal sewer facilities is significant to a community’s quality of life. However, due to their low visibility, condition assessment and rehabilitation of sanitary sewers are often neglected until catastrophic failures occur. Furthermore, the community as the main stakeholder frequently contribute in accelerating the deterioration of pipelines; and adding to the problem, municipalities are faced with very limited resources. Thus, facility managers must develop more efficient and integrated management procedure. This paper discusses the development of a framework for sewer management. While the framework should include several other aspects, this study has been mainly focused on the system of inspection and the condition evaluation. The proposed system involves comprehensive inspection procedures, inspection forms, and condition evaluation criteria; which can be used by the managers to objectively assess the condition of the sewer system. A case study has been performed for sewer management in the City of Bandung. The development to the existing management system applied by PDAM Bandung is proposed based on observed work procedures and resources.
