Appear form of political democracy on freedom of expression aftera long constrained by the authoritarianism of the New Order. While the visible manifestationof political liberalization with the emergence of more formalistic religious expressions on Muslimsand tried to disseminate the issue and the idea of Islamic law. Efforts to some Muslims in variousregions who want to apply Islamic law regulation through a variety of local regulation is an inevitableconsequence in the era of democracy and allow the emergence of a conservative religious expression.Each region had unlimited authority to implement the desired regulation after a period of reform thatbrings the prospects for democracy.Keywordsdemocracy, local regulations, Islamic shari’ah, human rightsAbstrakSuasana politik di masa pasca-Orde Baru Indonesia ditandai dengan euforia demokrasi dan liberalisasipolitik. Muncul bentuk demokrasi politik tentang kebebasan berekspresi setelah lama dibatasioleh otoritarianisme Orde Baru. Sementara manifestasi nyata dari liberalisasi politik dengan munculnyalebih ekspresi agama formalistik terhadap Muslim dan berusaha untuk menyebarkan isu danide dari hukum Islam. Upaya beberapa Muslim di berbagai daerah yang ingin menerapkan peraturanhukum Islam melalui berbagai peraturan daerah merupakan konsekuensi tak terelakkan dalam erademokrasi dan memungkinkan munculnya ekspresi keagamaan konservatif. Setiap daerah adalahuntuk memiliki kewenangan tak terbatas untuk menerapkan peraturan yang diinginkan setelahmasa reformasi yang membawa prospek demokrasi.Kata KunciDemokrasi, peraturan daerah, syariah Islam, hak asasi manusia
