- Poverty problem in Indonesia is a serums problem that must be solved as quickly as possible. In cities one of the general characteristic of physical condition of (poor society is that they do not have good access in a basic infrastructure, good environment, the quality of settlement or housing that is below the standard, the level of education and health that is not enough. As the first step to anticipate this is by developing potential human resources as the actors of the development in they can optimize themselves through formal and non formal education. Human resources have a role as production factor in activities of development. In this case it must be prepared good human resources to produce useful goods and service to fulfill the needs of the society. The support of the population as the resources of development is not only based on the number of the people but also determined by the quality of mind, skill and ability to apply the technology that is owned by them as the subject of the development with responsibility towards the nation and society through taking part in the development. Magelang town has many populations. In 2006 there are 118.646 persons; 57.142 persons (48,14%) of the population are men and 61.522 persons (51,86%) of the populations are women. The level of poverty in Magelang town is high enough; 26,48% ; there are 8.982 poor families, and 31.607 poor persons. The number of this will be higher if it is not anticipated with programs to raise poverty that are made by city government as the policy holder and it is supported by the society as the subject of the development.
