- In the law enforcement attempt on labor fields, especially on the enforcement of minimum salary provision and labor social guarantee (jamsostek), the Labor Department (Ministry) is practically take to the priority of the order more than the law order. This phenomena is difference from the common opinion that the law implementation means performing the law order, meanwhile the intended goalsin fact is the social order which contains the meaning that it's a reasonanble products of interpersonal relation in the society.Key words : ketentuan upah minimum, jamsostek, tertib sosial, tertib hukum.
