- This researchis based on the existence of land release to build Waduk Kedung Ombo (WKO) that is never ending. the purpose of this research are to know the casual factors of compensation performance through consignment system and to know the efforts done by the side in finishing the problem. Analysis is done by describing data, then analyzing data deeply by using theoretical instrument and book reference.In clocusion, consignment system can only be applied in civil case that is in the case of debt-credit payment that has been agreed previously. The effort to finish Kedung Ombo case is done by planning and performing the empowerment program of Kedung Ombo society.Keywords : tanah, Peralihan, dan keadilan
