- Implementation of land first registration activities that gives individual ownership of land is under the authority of the National Land Agency, in this case is the authority of Kupang Land Office. Based on the results of this research, that implementation is not in accordance with the Provisions of the National Land Agency Regulation No. 1 of 2010 on Standards of Service and The Land Settings. In this study, the type of data that were obtained is the primary data and secondary data. Primary data are obtained from field research, from the respondents and informants, through interviews and questions in the quisioner form, while secondary data are obtained from the literature research through primary legal materials, secondary legal materials and tertiary legal materials. This study is using empirical juridical method that more focused on field research to obtain data as primary data, then the data that were based on the rules and regulations to obtained comprehensive results. Implementation of land first registration activities that gives individual ownership rights to land has not been in accordance with the rules and regulations, especially in term of timeliness and cost. The existence of both internal and external issues are related to the implementation of the National Land Agency Regulation No. 1 of 2010 on setting service standards and the land optimalization services and effective implementation on land first registration is land registration exertion that are expected to run well, so the rule of law, legal protection and services to the land rights holders can be realized.
